This issue brief reviews the historical background of state takeover policies and why they present problems for equitable education. We then discuss two legal case studies of public school districts that are currently in different phases of state takeovers, and the research on the state takeovers of local school districts as education policy reforms for student achievement. We conclude by presenting alternate policy recommendations that promote equity and student success. March 2020
