Over 1 million emergent bilingual students are currently enrolled in Texas public schools. Texas educates the highest percentage of emergent bilinguals in the United States. 28% of all Texas students between pre-K and third grade are emergent bilingual students. The 2021 Texas Legislature is considering a number of measures for bilingual education.
